The Growing Clash Between TRAI and Truecaller Over Spam Calls

The battle against unwanted phone calls has taken an unexpected turn. India’s telecom regulator, the Telecom Regulatory Authority of India (TRAI), and the popular caller identification app Truecaller are now locked in a heated dispute. At the center of this controversy are two specific number series: those starting with 140 and those beginning with 1600. Understanding why these numbers exist and why they have become a flashpoint requires a closer look at how both sides see the problem.

What Are the 140 and 1600 Number Series?

The government has designated these number ranges for specific types of communication to bring order to commercial calling:

  • 140 Series: These numbers are reserved for promotional and marketing calls made by businesses.
  • 1600 Series: These numbers are intended for service and transaction-related calls, primarily from banks and financial institutions.

Under current regulations, these numbers are supposed to be whitelisted. This means that caller ID apps such as Truecaller, Hiya, and Whoscall are not allowed to flag them as spam or block them on their own initiative. The idea was to ensure that legitimate commercial calls could still reach consumers without being unfairly filtered out.

Where the System Breaks Down

Even though these numbers are officially whitelisted, a major problem has emerged. When millions of users grow frustrated with calls from these series and manually report them as spam or block them, the app’s algorithm automatically begins tagging those numbers as spam. Additionally, premium users of Truecaller have the option to block entire number series altogether.

TRAI has taken strong exception to this behavior. The regulator argues that these caller ID apps are incorrectly labeling authorized commercial communication as spam and blocking it. In response, TRAI requested the government for authority under the IT Act to take action against these apps.

Truecaller Fires Back

Truecaller’s CEO, Rishit Jhunjhunwala, has publicly dismissed TRAI’s stance as unreasonable. He explained that Truecaller initially complied with TRAI’s directive to whitelist these numbers, even though the company had reservations about the rule. The outcome, according to him, was the opposite of what was intended.

Jhunjhunwala shared data on social media revealing that more than 51 million calls from these two number series go unanswered every single day. Users were repeatedly reporting these calls as spam, but Truecaller was prohibited by regulation from informing users that these calls might actually be legitimate. This created a situation where the app could not provide its core service effectively.

The Numbers Tell the Story

The data released by Truecaller paints a clear picture of user frustration:

  • Over the past eight months, users have ignored 81 percent of calls from the 140 series and 79 percent of calls from the 1600 series.
  • Since October 2025, manual blocking of 1600 series numbers has surged by a staggering 208 percent.

These figures suggest that no matter what the official status of these numbers may be, the people receiving the calls have made up their minds. They see these calls as unwanted interruptions, and they are taking action accordingly.

Can TRAI Actually Take Action Against These Apps?

As things stand, the answer is not straightforward. Telecom operators like Jio and Airtel operate under licenses from the Department of Telecommunications, which means they must follow TRAI’s directives. However, platforms like Truecaller are classified as intermediaries under the IT Act. This legal distinction means that TRAI does not have direct jurisdiction to enforce its rules on these apps or penalize them under current regulations.

This regulatory gap is at the heart of the ongoing standoff. TRAI wants to protect the integrity of its whitelisting system, while Truecaller argues that it is simply reflecting the real-world behavior of its users. Until the legal framework is updated or a compromise is reached, millions of Indians will continue to receive calls from numbers they have learned to distrust, regardless of what the official label says.
