UGC Mandates 24-Hour Reporting of Foreign Student Admissions
India’s higher education regulator has issued a strict new directive requiring all universities and colleges to report the admission of any international student within 24 hours. The University Grants Commission (UGC) has communicated this mandate to institutions across the country, aligning with the provisions of the Immigration and Foreigners Act, 2025.
New Reporting Framework Under Immigration and Foreigners Act
Under the newly enacted law, educational institutions must now submit detailed information about foreign enrolments using the prescribed Form-II. The UGC has formally written to all state governments and universities, instructing them to comply with this requirement without delay. This move is designed to create a more transparent and trackable system for international student movement within the country.
The reporting obligation is triggered the moment a foreign student secures admission. Institutions are required to notify the designated registration officer through electronic means within the stipulated 24-hour window. This applies not only to regular international students but also to those holding Overseas Citizen of India (OCI) cards.
Comprehensive Student Monitoring and Record-Keeping
A significant aspect of this new directive is the expanded scope of data collection. Authorities will now maintain detailed records on international students throughout their academic journey in India. This includes:
- Semester-wise academic performance and grade outcomes
- Attendance records and class participation
- Examination results, including pass or fail status
- Behavioural conduct and disciplinary matters
- Details regarding students who leave campus or hostel accommodation
This comprehensive tracking mechanism aims to give the government a complete picture of each international student’s academic and personal conduct during their stay in India. The data will be maintained systematically, allowing for better oversight and coordination between educational institutions and immigration authorities.
Implementation Timeline and Institutional Responsibilities
The directive traces its origins to a memorandum issued by the Department of Higher Education under the Ministry of Education on December 19, 2025. The memorandum formally notified the rules of the new integrated legislation, which consolidates various provisions related to foreigners and immigration into a single legal framework.
Section 9 of this act specifically addresses the obligations of educational institutions. Universities and colleges must ensure that their admission procedures include immediate notification protocols. The UGC has urged all institutions to familiarise themselves with the new requirements and set up internal mechanisms to ensure timely compliance.
This regulatory change signals a more structured approach to managing international student flows into Indian higher education. Institutions that fail to comply with the 24-hour reporting requirement may face consequences under the provisions of the act.
