Andhra Pradesh Considers Social Media Ban for Children Under 16

Andhra Pradesh is moving toward a significant policy shift that could restrict social media access for children under the age of 16. State IT Minister Nara Lokesh recently indicated that the government is seriously evaluating a ban on platforms like Facebook and Instagram for younger users, citing concerns over online safety and mental well-being.

Speaking on the sidelines of the World Economic Forum in Davos, Lokesh drew attention to Australia’s recently enacted legislation as a potential model. He emphasized that children below a certain age lack the maturity to fully grasp the risks associated with content on social media platforms, which often includes harmful material. The minister stressed the urgent need for a robust legal framework to shield minors from these dangers.

Why the Government Sees a Ban as Necessary

TDP national spokesperson Deepak Reddy has voiced strong support for the proposed measure, pointing to troubling patterns in online behavior. He noted that social media has increasingly become a tool for targeting women with abusive comments and degrading attacks. The government believes that young children are not emotionally equipped to handle violent or negative content that circulates freely on these platforms.

Officials clarify that the intention is not to restrict children’s freedom but to protect them from harmful digital environments. The state is carefully studying global best practices, particularly Australia’s approach, to craft a policy that balances safety with practicality.

Australia’s Landmark Law: A Blueprint for Andhra Pradesh

Australia passed a historic law just last month, setting a precedent that Andhra Pradesh may follow. Here are the key features of that legislation:

  • Children under 16 are prohibited from creating accounts on platforms such as TikTok, Facebook, Instagram, and YouTube.
  • Existing accounts belonging to minors must also be deactivated under the new rules.
  • Penalties are directed at social media companies, not children or parents. Firms that violate the law face fines of up to approximately 32 million dollars.
  • Minors can still access content that does not require a login, such as public videos or pages, without having an account.

This model places the burden of enforcement on tech companies rather than families, a strategy that appeals to policymakers in Andhra Pradesh.

Growing Calls for Action Across India

If Andhra Pradesh enacts such a law, it would become the first Indian state to impose a social media ban on minors. The move aligns with broader judicial sentiment. Last year, the Madras High Court recommended that the central government explore strict regulations similar to Australia’s. The issue is not limited to India; the United Kingdom is also advancing rapidly toward banning social media for children.

Statistics highlight the scale of the problem. Studies show that 96 percent of children aged 10 to 15 use social media, and 70 percent of them encounter violent or inappropriate content. Andhra Pradesh’s government is determined to change these numbers by introducing measures that prioritize child safety over corporate interests.

Balancing Protection with Digital Access

While the proposed ban has garnered support, it also raises questions about implementation and enforcement. Critics worry about how to verify ages without infringing on privacy, while supporters argue that the risks far outweigh the logistical challenges. Lokesh’s remarks in Davos signal that the state is prepared to move forward, drawing on international examples to design a policy that is both effective and enforceable.

The discussion comes at a time when social media’s impact on young minds is under intense scrutiny worldwide. Andhra Pradesh’s potential legislation could set a powerful precedent for other Indian states, sparking a national conversation about how to protect children in an increasingly connected world.
