Meta Faces Regulatory Heat Over WhatsApp’s New AI Policy

Meta is in troubled waters once again, this time over WhatsApp’s updated artificial intelligence guidelines. The European Union has warned the tech giant that it must stop blocking rival AI chatbots—such as ChatGPT and Perplexity—on its messaging platform or face strict penalties. Regulators argue that Meta is using its dominance to stifle fair competition and promote only its own AI assistant, Meta AI, at the expense of others.

EU Warns of Action If Meta Doesn’t Back Down

The European Commission has issued a firm warning to Meta, stating that preventing third-party AI applications from functioning on WhatsApp is anti-competitive. According to EU officials, this move undermines market fairness and limits consumer choice. They have made it clear that if Meta continues its current approach, regulatory action will follow. This could include forcing WhatsApp to open its platform to competing AI systems.

WhatsApp Blocks Rival AI Chatbots

Under WhatsApp’s revised policy, users can no longer access AI chatbots from companies like OpenAI or Perplexity directly through the app. Instead, only Meta’s proprietary AI assistant is allowed to operate. This change has significant implications, especially in markets like India, where over 500 million people rely on WhatsApp daily. With this restriction, those users now have only one AI option available on the platform.

What the New WhatsApp Policy Says

Meta introduced updated terms for WhatsApp Business in October 2025, which came into full effect on January 15, 2026. The key provisions include:

  • Ban on external AI: Third-party AI companies can no longer offer services through WhatsApp’s infrastructure.
  • Meta controls the gate: The company alone decides which AI tools comply with its rules and which do not.
  • Limited exceptions: Small-scale AI bots used by businesses—such as a travel agency assisting its own customers—are still permitted, as long as they don’t rely on external AI providers.

India’s Competition Watchdog Voices Concerns

India’s Competition Commission (CCI) had already flagged similar risks in a report last year. The agency warned that large tech companies often leverage their vast data reserves and computing power to dominate markets unfairly. The CCI stated, “Big companies can use their data and resources to capture the market, making it extremely difficult for new and smaller players to enter or grow.” WhatsApp’s latest move appears to validate those concerns, as it effectively locks out emerging AI startups from reaching a massive user base.

A Broader Geopolitical Battle

This controversy unfolds against a backdrop of ongoing tension between the United States and the European Union over how to regulate big tech. The Trump administration has generally favored lighter oversight, while the EU pushes for stricter rules to protect competition. WhatsApp’s decision to restrict rival AI chatbots suggests the company is building a closed ecosystem where its own services reign supreme. Critics argue that this approach could stifle innovation and discourage healthy rivalry among AI developers.

As regulators on both sides of the Atlantic sharpen their focus, Meta may find itself forced to choose between defending its walled garden and complying with antitrust demands. The outcome could set a precedent for how messaging platforms handle third-party AI integrations in the future.
