AI Misuse Could Undermine Democracy, Warns IT Minister at AI Impact Summit 2026

As artificial intelligence continues to reshape industries and daily life, the Indian government has issued a stark warning about its potential for harm. Speaking at the AI Impact Summit 2026, Union Minister of State for Electronics and Information Technology, Jitin Prasada, cautioned that the misuse of AI poses a serious threat to democratic institutions and cybersecurity. He emphasized that while AI offers immense benefits, it must be wielded responsibly to avoid destabilizing electoral processes and spreading misinformation.

The Democratic Danger of Deepfakes and Fake News

Prasada highlighted that AI-generated deepfakes and false narratives are increasingly becoming tools for cyberattacks and political manipulation. In a country like India, where elections occur frequently at the national, state, and municipal levels, the spread of AI-driven disinformation can directly influence voter behavior. He warned that if citizens cast their ballots based on fabricated content, the very foundation of democracy could be eroded. While the government is actively crafting policies to safeguard public trust, Prasada stressed that every member of society must remain vigilant and accountable.

Digital Literacy as a Shield Against Cyber Threats

The minister underscored the critical need for widespread digital literacy. Without a basic understanding of digital technologies, people are vulnerable to cyberattacks and AI-generated falsehoods. Prasada urged individuals to educate themselves about emerging technologies and their appropriate use. He argued that awareness is the first line of defense against the sophisticated threats posed by malicious AI applications, and that fostering a digitally literate population is essential for national security.

AI in Education: A Tool, Not a Shortcut

Turning to the role of AI in education, Prasada acknowledged its potential to transform learning for both students and teachers. However, he issued a clear warning: AI should never be used as a shortcut to avoid genuine academic effort. He called for integrating AI into the broader education system rather than treating it as a standalone subject. The goal, he said, should be to enhance students’ capabilities and prepare them for a technology-driven future. Teaching computational thinking and the ethical use of AI will empower young people to harness the technology positively.

Why AI Cannot Replace Teachers

Despite advances in AI tutoring systems, Prasada firmly stated that AI can never replace human educators. While some argue that AI can serve as a superior tutor, he insisted that the role of a teacher remains irreplaceable. He advised students to use AI as a supportive tool for learning, not as a means to evade homework or take shortcuts. Misusing AI in this way, he cautioned, could have detrimental effects on their long-term development and understanding.

India’s Data Advantage for AI Development

Prasada also highlighted India’s unique strength in the global AI landscape: its vast and diverse data resources. The government is working to provide researchers, startups, and Indian companies with access to secure, non-personal data. This initiative aims to accelerate the development of homegrown AI models and technological solutions that can improve people’s lives. He noted that data is the lifeblood of AI progress, and India’s rich data ecosystem positions it as a formidable player in the field.

A Collective Responsibility for Safe AI Use

Concluding his address, Prasada reiterated that AI is a powerful and beneficial technology, but its safe and responsible use is a shared duty. While the government will continue to establish regulations and policies, citizens, educators, and students alike must collaborate to ensure that AI serves the greater good of society and the nation. Responsible adoption, he emphasized, is the key to unlocking AI’s potential without compromising democratic values or security.
