Telangana Leads India in Mobile Phone Recovery: 1.24 Lakh Devices Returned Through Smart Tech

Losing a smartphone often feels like a permanent loss, but in Telangana, the chances of getting it back have never been higher. The state has set a national benchmark by recovering and returning over 1.24 lakh stolen or lost mobile phones to their rightful owners. This achievement places Telangana at the top of the country for mobile recovery rates, thanks to the strategic use of the Central Equipment Identity Register (CEIR) portal.

What Is the CEIR System?

The CEIR system was developed by the Department of Telecommunications (DoT) under the Government of India. Its primary purpose is to curb mobile phone theft and prevent the use of counterfeit devices. When a phone is reported stolen, the system blocks its unique IMEI number, rendering the device useless on any network. This technology not only deters thieves but also makes it significantly easier for law enforcement to track and recover lost phones.

Telangana launched the CEIR portal on April 19, 2023, following initial testing in select states during 2022. Today, the system operates seamlessly across all 780 police stations in the state, creating a robust network for tackling mobile theft.

No Need to Visit a Police Station

One of the most user-friendly features of this initiative is its accessibility. The CEIR portal has been integrated directly with the Telangana Police Citizen Portal. This means that if a phone is stolen or lost, the owner does not need to physically visit a police station or a Me-Seva centre to file a report. Instead, users can lodge a complaint online from the comfort of their homes. This streamlined process has saved countless hours for citizens and allowed police to act faster.

How the Numbers Stack Up

Data from April 20, 2023, to April 26, 2026, reveals the scale of this success. During this period, Telangana Police blocked over 4.82 lakh mobile devices to prevent any misuse following theft. To locate these devices, more than 2.82 lakh tracing reports were generated. The combination of precise tracking and diligent police work led to the successful recovery of 1,24,850 phones. Once recovered, these devices were unblocked and safely returned to their original owners, setting a new national standard for mobile recovery.

Starting Late, Finishing First

It is noteworthy that Telangana adopted the CEIR portal later than other major states like Karnataka, Maharashtra, and Delhi. Despite this delayed start, the state has outperformed them all through smart implementation and efficient workflows. This demonstrates that the right strategy and commitment to technology can overcome an initial disadvantage.

Gujarat’s Impressive Performance

Gujarat has also emerged as a strong performer in mobile recovery, securing the third position nationally. The state boasts a recovery rate of 46.71 percent, well above the national average of 32.6 percent. In just the past year, Gujarat Police successfully recovered 53,564 stolen smartphones. On the security front, over 50 lakh suspicious phones have been blocked nationwide, with Gujarat alone accounting for 1,83,985 blocked devices. This proactive approach has significantly reduced the illegal use of stolen phones in the state.

District-Level Excellence

Looking at the performance during the financial year 2025-26, Ahmedabad City led Gujarat in effective CEIR usage. The city police received 25,500 requests to block phones and successfully recovered 4,935 of them using advanced tracking technology. The Dang district ranked second, showing remarkable initiative in recovery efforts. Bhavnagar district secured third place, where 273 out of 634 blocked phones were traced and returned. These district-level successes highlight the technical capability of Gujarat Police and offer hope to citizens who have lost their devices.

The Secret Behind the Success

Telangana’s achievement is not just about a single portal. It is the result of a well-coordinated combination of technology, training, and process improvement. Police officers across the state received specialized training to handle the CEIR system effectively. A dedicated technical team was formed to monitor device tracking around the clock. By integrating the CEIR system directly with the Telangana Police Citizen Portal, the entire process became more accessible to the public.
