UAE Introduces Landmark Social Media Restrictions for Children Under 15
The United Arab Emirates has taken a decisive step to protect its youngest citizens in the digital space. In a move that marks a regional first, the UAE Cabinet, chaired by Sheikh Mohammed bin Rashid Al Maktoum, has approved a new regulation that sets the minimum age for social media use at 15 years. This makes the UAE the first Arab nation to implement such a comprehensive ban on social media access for children below that age.
Why the New Rules Target Children Under 15
Under the new framework, children who have not yet turned 15 will be completely barred from creating accounts on any social media platform. This prohibition extends to all interactive features, including posting content, leaving comments, sharing materials, or joining public groups. The government’s primary goal is to shield young users from the various dangers present in online environments, such as exposure to inappropriate content, cyberbullying, and contact with strangers.
Limited Access for Teens Aged 15 to 16
For adolescents between 15 and 16 years old, the rules are more nuanced. These teenagers will be allowed to use social media, but only under strict conditions. Their access will be limited to content that has been vetted as age-appropriate. Additionally, strict screen time limits will be enforced to prevent overuse. Parental control tools will be significantly enhanced to give families greater oversight of their children’s online activities.
Importantly, the government has made it clear that these regulations are non-negotiable. Even if parents wish to grant their children more freedom, the rules cannot be bypassed or overridden. This ensures that the protective measures remain uniform and effective across all households.
Responsibilities Imposed on Social Media Companies
All platforms operating within the UAE or targeting users in the country must now implement several critical changes to comply with the new law:
- Robust Age Verification: Simply entering a birth date will no longer suffice. Companies are required to use digital identity systems and advanced technology to accurately confirm a user’s real age before granting access.
- Account Blocking: Any accounts that violate the age restrictions or are found to belong to underage users must be promptly blocked from the platform.
- Advertising Restrictions: A complete ban has been placed on tracking children’s data for the purpose of showing them targeted advertisements. Privacy protections for all young users must be strengthened significantly.
Implementation Timeline and Enforcement
The UAE’s National Media Authority (NMA) and the Telecommunications and Digital Government Regulatory Authority (TDRA) will jointly oversee the enforcement of these new rules. Social media companies have been granted a transition period of 12 months to make the necessary adjustments to their systems and policies. This timeline is intended to give firms adequate time to develop and deploy the required technological solutions while ensuring full compliance by the deadline.
