Delhi Government Appoints Six Chartered Accountants to Oversee Private School Fee Disputes

The Delhi government has taken a firm stance on private school fee regulation by announcing the appointment of six chartered accountants (CAs) to serve on district fee appellate committees and the revision committee. These professionals will be responsible for reviewing and resolving fee-related matters across the national capital, according to an official statement released by the government.

Tender Issued for CA Appointments

A tender has been floated for this recruitment drive with an estimated project cost of ₹86.40 lakh. The selected chartered accountants will be deployed across 15 districts under the provisions of the Delhi School Education (Transparency of Fee Fixation and Regulation) Act, 2025, which came into effect following a notification issued on August 14, 2025.

Understanding the Fee Appeal Framework

Under the newly enacted legislation, every school is required to establish a school-level fee regulation committee that holds the authority to approve fee proposals put forward by the school management. If parents are dissatisfied with a decision, they have the option to file an appeal before the district fee appellate committee within 30 days of the ruling.

The law makes it mandatory for each district appellate committee and the revision committee to include a chartered accountant as a member. This requirement stems from the need for financial expertise when examining school accounts and fee structures.

Scope of Work and Deployment Plan

Delhi currently has approximately 1,794 private unaided recognized schools spread across its 15 districts. The financial records of these institutions must be scrutinized during both the appeal and revision stages. To address this workload, the government will deploy at least six professional chartered accountants, with one assigned to the revision committee and the remaining five handling responsibilities across three district fee appellate committees.

Key Responsibilities of Appointed CAs

The chartered accountants will carry out a range of duties designed to ensure transparency and fairness in fee determination. Their core responsibilities include:

  • Conducting independent examinations of schools’ audited accounts and financial records
  • Verifying compliance with fee fixation criteria outlined in the Act
  • Providing expert financial opinions during committee deliberations
  • Assisting in developing financial reasoning for committee orders
  • Maintaining impartiality and recusing themselves from matters involving conflicts of interest

Powers of the Education Director

The legislation grants the Director of Education authority to summon records from school-level, district appellate, or revision committees to ensure proceedings align with legal requirements. The Director may also issue directives to the appropriate committee or refer matters as deemed necessary.

Additionally, the Director will handle any legal issues arising from reports submitted by the chartered accountants, including preparing responses for court proceedings. It is worth noting that the CAs will not receive any additional compensation for legal work stemming from their reports.

Tenure and Service Conditions

The appointments will be made for a two-year term. Selected chartered accountants must resolve each appeal within 30 days of receiving it. Services will be delivered at the offices of district deputy directors of education, the Directorate of Education headquarters, or any other location designated by the officer in charge.

This initiative represents a significant step toward strengthening the regulatory framework governing private school fees in Delhi. By bringing financial expertise into the appeal process, the government aims to ensure that fee structures are fair, justified, and in compliance with established norms. The move is expected to benefit parents who have long sought greater transparency in how private schools determine and revise their fees.

The appointment of qualified financial professionals to these committees signals the government’s commitment to addressing fee-related grievances through a more rigorous and informed process. With the tender already issued, the selection process is expected to move forward in the coming months, paving the way for more efficient handling of fee disputes across the capital.
