Union Budget 2026: Major Push for Healthcare and Skilled Workforce

Finance Minister Nirmala Sitharaman presented her record ninth consecutive Union Budget in Parliament on February 1, with a strong emphasis on education, skill development, and employment generation. The budget outlines a comprehensive roadmap to equip India’s youth with future-ready capabilities while boosting the healthcare and services sectors.

Healthcare Workforce Expansion: Training and Certification at Scale

A standout announcement in this year’s budget is the government’s commitment to significantly expand the healthcare workforce over the next five years. The plan includes adding one lakh Allied Health Professionals (AHPs) to the system and providing specialized training to 1.5 lakh caregivers. This initiative aims to bridge the critical gap between healthcare demand and skilled personnel availability.

Upgrading Health Education Institutions

To support this ambitious target, institutions that train health professionals will undergo substantial upgrades. Training programs in high-demand specialties such as radiology and anesthesia will be expanded, ensuring that graduates are equipped with practical, industry-relevant skills. The focus on competency-based employment reflects a broader shift toward outcome-oriented education in the healthcare sector.

Medical Tourism and Healthcare Infrastructure

The budget also outlines plans to establish five regional medical hubs with active private sector participation. These hubs are designed to position India as a leading destination for medical tourism. Each healthcare complex will integrate multiple services under one roof, including AYUSH centers, diagnostic facilities, post-operative care units, and rehabilitation centers. This integrated approach is expected to create substantial employment opportunities for healthcare professionals across various specializations.

Ayurveda, Wellness, and Tourism: A New Growth Frontier

Recognizing the global interest in traditional wellness practices, the government has proposed the establishment of three new All India Institutes of Ayurveda. This move aims to promote ancient Indian healing methods and Ayurveda on a broader scale. Additionally, a National Institute of Hospitality will be set up to strengthen the tourism and hospitality workforce.

Skilling Initiatives for Tourism Sector

In a bid to enhance the visitor experience at key destinations, the budget includes a training program for 10,000 guides across 20 major tourist locations. A National Destination Digital Knowledge Grid will also be established to provide comprehensive digital resources for travelers and industry stakeholders alike. These measures collectively aim to boost employment in the tourism ecosystem while elevating India’s appeal as a global travel destination.

Services Sector: Charting a Path to Global Leadership

The services sector is identified as the primary engine for a developed India. To harness its full potential, the government will constitute a high-level standing committee tasked with evaluating the impact of artificial intelligence and emerging technologies on the sector. The committee’s mandate includes developing strategies to achieve a 10 percent global market share in services by 2047.

Focus on Competency-Based Employment

The budget places significant emphasis on competency-driven employment models. By aligning education with industry requirements, the government aims to create a workforce that is not just educated but truly job-ready. This approach is expected to accelerate economic growth and enhance India’s competitiveness in the global services market.

Education Allocation and Youth Empowerment

Education continues to receive high priority, with the government maintaining a substantial allocation for the sector. The previous fiscal year saw an allocation of ₹1,28,650.05 crore for education, and this budget reinforces that commitment. The overarching objective is to create a seamless link between education, employment, and entrepreneurship, ensuring that young Indians have the skills and opportunities to thrive in a rapidly evolving global economy.

The budget’s focus on skill development, healthcare workforce expansion, and services sector growth signals a clear strategic direction. By investing in human capital and modernizing critical sectors, the government aims to create a robust foundation for sustainable employment generation and long-term economic prosperity. These measures are designed not only to address immediate workforce needs but also to position India as a global leader in healthcare, wellness, and services by the middle of the century.
