UP Board 2026 Exams: Advanced Surveillance and Strict Protocols to Ensure Cheating-Free Conduct

With the UP Board 2026 high school and intermediate examinations approaching, the Uttar Pradesh Madhyamik Shiksha Parishad has laid out a comprehensive strategy to guarantee a completely fair and transparent testing process. In a high-level meeting chaired by the state’s Chief Secretary on February 4, 2026, officials discussed and finalized a series of stringent measures designed to eliminate any possibility of malpractice or paper leaks.

The video conference, attended by the Additional Chief Secretary of Secondary and Basic Education, the Director of Secondary Education, and the Board Secretary, alongside all District Magistrates, focused on reinforcing the integrity of the upcoming exams. The discussions centered on deploying modern technology and tightening administrative oversight at every stage, from the secure handling of question papers to the final day of testing.

Enhanced Technological Oversight at Examination Centers

A key focus of the meeting was the use of technology to deter and detect cheating. Authorities have been directed to conduct thorough checks on all CCTV cameras and voice recording systems installed at examination centers. The process of opening question paper packets must now occur under strict CCTV surveillance to ensure complete transparency and accountability. Furthermore, district-level control rooms will be fully operational, staffed with dedicated officers to monitor the situation in real-time. These control rooms will have active phone lines and email systems to promptly address any complaints or irregularities reported by students, parents, or the public.

Comprehensive Guidelines for District Officials

The Additional Chief Secretary issued explicit directives to all District Magistrates to hold pre-examination meetings with all relevant officials. These meetings are intended to review preparedness, assign specific duties, and provide necessary training to ensure every staff member is fully aware of their responsibilities. The administration is also urged to involve citizens, parents, and the local media in a collective campaign to foster a supportive environment. The goal is to reassure students that all arrangements are designed for their benefit and to minimize any undue stress or pressure during the examination period.

Stringent Security and Administrative Measures

To safeguard the integrity of the question papers, strict protocols have been established for strong rooms. These include ensuring robust physical security, adequate lighting, and conducting random checks during the night. Sensitive examination centers will be placed under continuous surveillance, with armed forces deployed as required. A permanent magistrate will be stationed at each center to handle any on-site issues, and uninterrupted power supply is to be guaranteed. In a move to prevent leaks, authorities have ordered a clampdown on photocopy shops operating near examination venues.

Special Focus on Sensitive Districts and Anti-Cheating Law

Acknowledging past incidents of mass cheating and paper leaks, the Chief Secretary has placed special emphasis on 18 districts identified as sensitive. The District Magistrates of these areas have been directed to exercise heightened vigilance and ensure that all security measures are meticulously implemented. Instructions were also given regarding the careful handling of question paper packets, ensuring they are opened in accordance with the correct date and shift to prevent any mix-ups with the wrong subject.

Officials have been reminded that any individual or group attempting to disrupt the fair conduct of the board exams will face action under the UP Public Examination (Prevention of Unfair Means) Act, 2024. This legal framework provides the authority to take strict punitive action against those involved in cheating or leaking papers. The administration is committed to ensuring 100% compliance with all orders and directives issued at the state and district levels.

Dedicated Duty and Training for Exam Personnel

Recognizing the critical role of human resources in this process, the department has ordered that all officials and staff of the secondary education department be relieved from other routine duties (SIR duty) to focus exclusively on examination work. This measure ensures that there is no distraction or shortage of manpower during the crucial examination period. Additionally, special training programs will be conducted for all officers assigned to examination duties, and District Magistrates have been instructed to personally oversee these training sessions to ensure their effectiveness.

With these comprehensive and strict arrangements in place, the UP Board aims to conduct the 2026 examinations in a smooth, fair, and completely cheating-free manner, upholding the sanctity and credibility of the board exams.
