NCERT Revises Class 8 Social Science Textbook to Address Judicial Challenges

The National Council of Educational Research and Training (NCERT) has introduced a revised social science textbook for Class 8 students, marking a notable shift in how the Indian judicial system is presented in school curricula. The updated chapter, titled “The Role of the Judiciary in Our Society,” moves beyond merely describing court structures and hierarchies to openly discuss the systemic challenges facing the justice delivery mechanism.

A New Approach to Teaching Judicial Systems

Earlier editions of the textbook primarily focused on explaining the organizational framework of courts, their functions, and how citizens can access legal remedies. The revised version, however, takes a more critical and realistic approach by highlighting the obstacles that hinder effective justice delivery in India. This pedagogical change reflects a broader effort to make students aware of real-world governance issues from an early age.

Among the key concerns outlined in the chapter are the prevalence of corruption at various levels of the judiciary and the overwhelming backlog of pending cases. The textbook notes that these factors disproportionately affect underprivileged and marginalized communities, for whom navigating the legal system becomes even more challenging.

Startling Statistics on Pending Cases

The textbook presents official estimates that paint a stark picture of the judicial workload across the country. According to the data cited in the chapter, the Supreme Court is grappling with approximately 81,000 pending cases. The situation is far more acute at the state level, with high courts dealing with around 6.24 million unresolved matters. District and subordinate courts face the heaviest burden, with an estimated 47 million cases awaiting resolution.

These figures underscore the immense pressure on the judicial infrastructure and explain why case resolution often takes years, if not decades. The textbook uses these statistics to help students understand the scale of the challenge and the implications for ordinary citizens seeking timely justice.

Efforts to Strengthen Accountability and Transparency

While acknowledging the problems, the chapter also highlights ongoing reforms aimed at improving the system. It mentions that both central and state governments have been working to enhance transparency and build public trust in the judiciary. Technology integration has been identified as a key tool in this modernization drive, alongside efforts to take swift and firm action against corruption wherever it is detected.

The textbook also draws attention to internal accountability mechanisms within the judiciary. It references the Centralized Public Grievance Redress and Monitoring System, commonly known as CPGRAMS, which serves as a formal channel for lodging complaints. According to the text, more than 1,600 complaints were registered through this platform between 2017 and 2021, demonstrating that systems are in place to address grievances, even as questions remain about their effectiveness.

Judicial Leadership on Integrity

The revised chapter includes remarks attributed to former Chief Justice of India B.R. Gavai, who spoke in July 2025 about the damaging impact of corruption and misconduct within the judiciary on public confidence. His comments, as reproduced in the textbook, emphasize that restoring faith in the system requires prompt, transparent, and decisive action to resolve such issues.

Gavai is quoted as describing transparency and accountability as essential democratic values. By incorporating these perspectives, the NCERT textbook aims to foster a more nuanced understanding among young learners about the complexities of maintaining an independent and trustworthy judiciary in a large democracy.

The inclusion of these topics signals a meaningful curriculum update that encourages students to think critically about institutional governance and the ongoing efforts to uphold the rule of law in India.
