Delhi University Tightens Rules on Campus Protests

Delhi University has introduced stricter regulations governing protests and public gatherings on its campus. Under the new directives, any form of demonstration, assembly, or protest will now require prior written approval from the competent authority. Organizers must submit their applications at least 72 hours in advance. The move is aimed at maintaining peace and order within the university premises.

Mandatory Permission for All Gatherings

The new guidelines apply to all types of public activities, including meetings, sit-ins, marches, and processions. No such event can take place without explicit written consent from the university administration. The application must be submitted in person by the organizer, complete with a signature and all necessary details. Electronic communications—such as social media posts, WhatsApp messages, posters, or digital flyers—will not be treated as valid permission.

The university has also barred outsiders from participating in or being invited to any campus events. This restriction is part of broader efforts to ensure that only students, faculty, and staff are involved in university activities.

Strict Consequences for Violations

Failure to comply with these rules could lead to serious disciplinary action. Penalties may include expulsion, dismissal from the university, or even police involvement. The administration has made it clear that both organizers and participants will be held accountable if they violate the guidelines.

This is not the first time the university has imposed such restrictions. In February 2026, the administration had already banned all public meetings, rallies, and protests on campus for a month. The latest notice reinforces and extends those measures.

Application Process and Required Information

Organizers must submit their applications to the university’s Proctor Office as well as to local police authorities, including the Deputy Commissioner of Police (DCP) or Station House Officer (SHO). The application should include the following details:

  • Full name of the organizer
  • Institution or department affiliation
  • Contact information
  • Nature and purpose of the event
  • Duration and logistics
  • List of speakers
  • Estimated number of participants

The Proctor Office issued an official notice on Monday, urging all students, faculty, staff, and other stakeholders to strictly adhere to the new regulations. According to the university’s Proctor, Prof. Manoj Kumar Singh, the application must be delivered in hard copy form, and organizers are required to appear in person during submission.

Why the University Is Taking This Step

University officials have stated that these measures are necessary to maintain a safe and orderly environment on campus. By requiring advance notice and formal approval, the administration aims to prevent unplanned disruptions and ensure that any event is conducted responsibly. The rules also help authorities coordinate with local law enforcement to manage crowd control and security effectively.

The university has emphasized that all events must be conducted within the framework of the law. Any deviation from the prescribed process will be treated seriously and may invite legal consequences. The administration has urged everyone within the university community to cooperate and follow the guidelines to avoid any punitive action.

These changes reflect a broader trend among educational institutions in India to formalize the process for protests and public gatherings, balancing the right to dissent with the need for institutional order and public safety.
