Centre Grants Deemed University Status to NCERT

In a landmark decision, the central government has officially designated the National Council of Educational Research and Training (NCERT) as a deemed university, following the recommendations of the University Grants Commission (UGC). This transformative move grants the institution significant academic autonomy while simultaneously imposing a set of compliance requirements designed to maintain educational standards.

The official notification was issued by the Union Ministry of Education on April 3, 2026, declaring NCERT as an institution deemed to be a university under a distinct category. This status elevates the council to operate with university-level independence in determining its academic trajectory.

The Journey to University Status

NCERT’s path to this achievement began with a formal application submitted under Section 3 of the UGC Act, 1956, through the commission’s online portal. The UGC reviewed the application thoroughly and issued a Letter of Intent (LOI) in 2023, conditional upon the council fulfilling specified requirements within a three-year window.

The council submitted its compliance report in 2025, confirming that all conditions had been met. A specialised committee convened by the UGC subsequently examined the report and verified its accuracy. The commission formally approved the proposal during its January 2026 meeting, paving the way for the ministry’s final endorsement.

Institutions Covered Under the New Framework

The deemed university status encompasses six principal institutions operating under the NCERT umbrella:

  • Regional Institute of Education, Ajmer (Rajasthan)
  • Regional Institute of Education, Bhopal (Madhya Pradesh)
  • Regional Institute of Education, Bhubaneswar (Odisha)
  • Regional Institute of Education, Mysuru (Karnataka)
  • Regional Institute of Education, Shillong (Meghalaya)
  • Pandit Sundarlal Sharma Institute of Vocational Education, Bhopal

Together, these constituent units form a specialised category of university, enabling coordinated academic development across the country.

Conditions Attached to the Status

While the new designation brings considerable freedom, it also carries firm stipulations. NCERT cannot transfer any of its assets or funds without explicit approval from both the central government and the UGC. Furthermore, the institution is strictly prohibited from engaging in any profit-generating commercial activities.

Academic Regulations and Compliance

The council must ensure that all its courses align with regulations established by the UGC and other recognised educational bodies. Any introduction of new programmes, off-campus centres, or international campuses will require adherence to prescribed protocols. Additionally, the institution must comply with all norms governing student admissions, seat allocation, and fee structures.

Emphasis on Research and Quality Enhancement

With university status comes an enhanced responsibility to advance research initiatives, doctoral programmes, and innovative academic offerings. NCERT will be required to secure accreditation from prominent quality assessment bodies such as the National Assessment and Accreditation Council (NAAC) and the National Board of Accreditation (NBA). Participation in the National Institutional Ranking Framework (NIRF) on an annual basis has also been made compulsory, ensuring transparent evaluation of the institution’s performance and continual improvement in educational quality.

This development marks a significant milestone in India’s educational landscape, positioning NCERT to play an even more influential role in shaping pedagogical approaches and curriculum development nationwide.
