CBSE Class 12 Evaluation: Ministry Confirms No Room for Marking Errors
The Ministry of Education has reassured students and parents regarding the evaluation process for CBSE Class 12 examinations. In a recent press conference, Sanjay Kumar, Secretary of the Ministry of Education, addressed concerns about the marking system and detailed the extensive measures implemented to ensure accuracy and transparency. The focus was on the digital transformation of the assessment process, which has been strengthened to eliminate any possibility of errors.
Nearly 98 Lakh Answer Sheets Scanned Digitally
A significant highlight of this year’s examination cycle is the large-scale digital scanning of answer sheets. According to the Ministry, approximately 98 lakh answer sheets from Class 12 students have been scanned as part of the new evaluation workflow. This move towards digital handling is designed to streamline the process and reduce the chances of human error that could occur with physical documents.
The shift to a fully digital platform is a major step forward in the examination system. By converting answer sheets into digital format, the Central Board of Secondary Education (CBSE) aims to make the evaluation process faster, more efficient, and more secure. Understanding the Three-Layer Security Protocol
To address any concerns about data integrity and confidentiality, the Ministry highlighted the implementation of a robust three-layer security system. The On-Screen Marking (OSM) system was initially introduced by CBSE over a decade ago. However, due to technological limitations and the existing infrastructure at that time, it was not considered feasible to continue with it immediately. This year, the board has successfully revived the system with upgraded capabilities.
The OSM system allows examiners to evaluate answer sheets on a digital screen rather than on physical paper. This method is expected to bring more consistency to the marking process. It also facilitates a more efficient distribution of work, enabling evaluators to assess answer sheets from different regions, breaking down traditional geographical barriers. This is a key improvement over the previous system where evaluation was often confined to specific regional offices.
Enhanced Transparency and Fairness in Evaluation
One of the most significant advantages of the OSM system is its ability to transcend regional boundaries. In the past, answer sheets were typically evaluated within the same regional office where the examination was conducted. The new digital system allows for the evaluation of answer sheets from one region to be carried out in a completely different location. This cross-regional evaluation process significantly enhances the transparency and impartiality of the marking, as it minimizes the potential for any local biases or inconsistencies.
This structural change is a critical step in ensuring a level playing field for all students. By distributing the evaluation workload across a wider network, the board can ensure that all answer sheets are assessed with the same standards and rigor, regardless of where the student took the exam. New Rules for Application and Mark Sheet Issuance

Students are required to submit their applications through the official digital portal, as offline submissions will not be accepted under any circumstances.
Furthermore, the payment of any associated fees must be completed through digital channels only. This includes debit cards, credit cards, and net banking. Cash payments or any other modes of transaction will be deemed invalid. It is also crucial for students to ensure that their applications are filled out correctly and in compliance with all specified guidelines. Any application found to be incomplete or not adhering to the rules will be subject to direct cancellation.
Important Points for Students to Remember
The following points are essential for students navigating the new procedures:
- Single Application Window: Students are permitted to submit an application only once for each stage of the process. Therefore, it is necessary to decide in advance the number of subjects for which they wish to apply.
- Possible Score Changes: After the re-evaluation process, a student’s total score may increase, decrease, or remain the same. It is important to note that even a change of a single mark is possible.
- Return of Old Mark Sheet: If a student’s marks are revised following re-evaluation, they are required to return their original mark sheet to the board. Once the old document is received, a new mark sheet reflecting the updated scores will be issued.
These guidelines are part of the board’s effort to modernize its administrative functions and provide a more streamlined, secure, and student-friendly experience. The emphasis on digital processes is aimed at reducing paperwork, speeding up transactions, and ensuring that all records are accurately maintained.
