Academic Freedom Under Threat: Expert Warns of Chilling Effect on Textbook Authors

The recent decision to remove a controversial chapter on the judiciary from the NCERT Class 8 Social Science textbook has sparked a fresh debate on academic freedom in India. Padma Shri awardee and educationist Michel Danino has voiced serious concerns, stating that the Supreme Court’s directives in this matter could create a climate of fear among current and future textbook writers.

A Controversial Chapter and Its Aftermath

Danino, a French-born Indian scholar who previously chaired the group responsible for developing the NCERT social science curriculum, found himself at the center of this dispute. The Supreme Court had initially imposed a lifetime ban on Danino and two other academics in connection with the contentious chapter. However, the court later revised its stance, deferring the final decision to the central government, state authorities, union territories, and educational institutions.

Creativity and Innovation at Risk

In an interview with a leading news agency, Danino highlighted that many academics and commentators have used the term “chilling effect” to describe the potential consequences of the court’s orders. He argued that such judicial interventions would make textbook authors hesitant to experiment with new ideas or approaches in their writing.

The educationist emphasized that creativity and innovation are essential if India aims to produce a new generation of learning materials. He pointed to the National Education Policy (NEP) 2020, noting that while the government speaks of revolutionary changes in education, such transformation cannot materialize if writers constantly fear objections to every line they pen.

Over-Reliance on Textbooks: A Systemic Issue

Beyond the immediate controversy, Danino used the opportunity to critique India’s broader educational framework, describing it as excessively dependent on textbooks. He drew comparisons with several developed nations where books serve primarily as supplementary reading material, while teachers conduct classes based on their own notes and prepared content.

Rethinking the Role of Textbooks in Classrooms

According to Danino, the real question for India should not merely be about reducing the weight of school bags but about diminishing the classroom’s reliance on textbooks altogether. Achieving this shift would require preparing teachers for research-based instruction methods, enabling them to move beyond the traditional textbook-driven approach.

However, Danino acknowledged that implementing such changes in India would be challenging. A significant number of teachers are not yet equipped for this transition, and many schools continue to struggle with inadequate basic infrastructure. He noted that more than half of the country’s schools still lack internet connectivity, making textbooks the primary—and often only—medium of instruction.

Implications for NEP 2020 Goals

Danino cautioned that unless India addresses this fundamental issue with the seriousness it deserves, achieving the ambitious objectives outlined in the National Education Policy 2020 would remain an uphill battle. The gap between policy vision and ground realities, he suggested, could prove to be a major stumbling block in the nation’s educational reform journey.

The ongoing debate underscores a larger tension between judicial oversight and academic independence. While accountability in educational content is undoubtedly important, striking the right balance remains a delicate challenge—one that will shape the future of learning materials and the freedom of those who create them.
