NCERT Textbook Praises India’s Electoral Process as Unparalleled

The National Council of Educational Research and Training (NCERT) has commended India’s electoral system in its newly released social science textbook for Class 9. The book describes the country’s election process as “unparalleled” and highlights the Election Commission of India’s (ECI) success in conducting free and fair polls despite persistent challenges such as misinformation, fake news, and voter intimidation.

The endorsement appears in the chapter titled “Elections” within the textbook Understanding Society: India and Beyond – Part 1, which is expected to reach students shortly. The chapter places significant emphasis on the immense scale of Indian elections and the critical role the Election Commission plays in managing the democratic exercise across the nation’s vast and diverse geography.

Addressing Challenges and Responsibilities of Fair Elections

The textbook lauds the electoral framework as exceptional and unlike any other in the world. It notes that India has more than 96.8 crore eligible voters spread across varied terrains and socio-economic conditions. The Election Commission operates this massive machinery with autonomy, working diligently to ensure that elections at all levels remain impartial and credible.

According to the text, the ECI’s responsibilities extend well beyond the act of voting. The Commission is tasked with updating voter rolls, overseeing candidate nominations, regulating campaign activities, coordinating law enforcement across states, arranging extensive security measures, counting ballots, announcing results, and resolving electoral disputes. To manage these duties effectively, the Commission relies heavily on information and communication technology as well as e-governance tools.

While praising the Commission’s operations, the chapter also draws attention to the formidable challenges inherent in conducting elections in the world’s largest democracy. The sheer number of polling stations, the involvement of hundreds of political parties, and the diversity of regional and socio-economic backgrounds make the process a complex undertaking.

Combating Fake News and Disinformation

A dedicated section titled “Challenges to Free and Fair Elections” underscores the difficulties posed by misinformation and other malpractices. The book explains that conducting elections for over 96.8 crore voters in 2024, across thousands of polling booths and numerous political parties, is a demanding task. To counter threats like false narratives, fake news, and coercion, the Election Commission deploys a range of measures, including the Representation of the People Acts of 1950 and 1951, the Model Code of Conduct, electronic voting machines (EVMs), Voter Verifiable Paper Audit Trail (VVPAT) systems, and extensive voter awareness campaigns.

The chapter specifically identifies disinformation, fake news, and intimidation as major obstacles during elections. It stresses that continuous vigilance and active citizen participation are essential to making elections more representative and strengthening democracy. The textbook emphasizes that public involvement is just as vital as institutional efforts in safeguarding the integrity of the electoral process.

Focus on Inclusive and Accessible Elections

Under the theme “No Voter to Be Left Behind,” the book highlights the Election Commission’s ongoing initiatives to make elections more inclusive. It references the introduction of Braille-enabled EVMs for visually impaired voters and the facility of home voting for senior citizens as notable examples of accessibility improvements.

The text also mentions several digital platforms developed by the Commission to enhance voter engagement and streamline processes. These include the Saksham app, Voter Helpline app, cVIGIL, ETPBS, Suvidha, ERONET, and Sugam. Students are encouraged to examine the reforms introduced for persons with disabilities, elderly citizens, service voters, prisoners, and those under preventive detention.

Role of Political Parties and Civic Learning

The chapter further describes political parties as playing a “fundamental role” in the functioning of democracy. It acknowledges their contribution to the democratic process and encourages students to study the outcomes of Lok Sabha elections from 1977 to 2024, particularly the formation of winning coalitions over the years.

By presenting a comprehensive overview of India’s electoral system, the textbook aims to foster a deeper understanding among young learners about the complexities and achievements of democratic governance. It underscores the importance of informed participation and the collective responsibility of citizens in upholding the democratic spirit.

The NCERT’s recognition of the Election Commission’s efforts comes at a time when electoral integrity is a subject of global discussion. The textbook serves as an educational resource that not only documents the procedural aspects of elections but also instills an appreciation for the democratic values that underpin the nation’s political framework.
