TN Government Introduces Student Elections in State-Run Schools Under Magizh Mutram Initiative

In a landmark move aimed at familiarizing young learners with democratic values and participatory governance, the Tamil Nadu government has announced that student elections will be held in all government schools across the state next month. This initiative, operating under the banner of the ‘Magizh Mutram’ program, will allow students to elect their own representatives through a structured electoral process.

A First-of-Its-Kind Democratic Exercise for Young Learners

The School Education Department has integrated the ‘Student Parliament’ concept into the existing Magizh Mutram framework, commencing from the current academic year. This integration enables students to experience the complete electoral journey—from campaigning and presenting manifestos to casting votes and forming a student cabinet. The initiative is designed to provide hands-on exposure to the mechanics of democratic participation.

Education officials believe this exercise will instill a deep understanding of elections, leadership, accountability, and collective decision-making among students from an early age. By participating in this simulated democratic process, students will gain practical knowledge of how governance systems operate, preparing them to become responsible and informed citizens in the future.

Structure of the Student Elections

Under the new framework, every government school will establish five distinct student houses, each named after traditional Tamil ecological regions:

  • Kurinji (mountainous region)
  • Mullai (forest region)
  • Marutham (agricultural region)
  • Neithal (coastal region)
  • Palai (arid region)

Each house will be led by a House Captain and a Student Minister. While the House Captain will be selected through a simple lottery system or by a show of hands, the Student Minister position will be determined through a formal voting process.

Timeline and Eligibility Criteria

The selection process for House Captains is scheduled to conclude by July 3. Aspiring candidates for the Student Minister position will engage in election campaigning and present their manifestos on July 6. These manifestos will outline the candidates’ proposed actions and plans should they be elected to office.

Eligibility requirements have been clearly defined based on school categories:

  • Primary schools: Students from Class 5 can contest elections
  • Middle schools: Students from Class 8 are eligible to run
  • High schools: Class 9 students can participate as candidates
  • Higher secondary schools: Class 11 students may contest

Voting Process and Ministerial Portfolios

The voting exercise will take place on July 7, with students from all classes casting their ballots to elect one Student Minister for each of the five houses. The elected representatives will subsequently assume leadership of five key portfolios:

  • Education
  • Student Welfare and Safety
  • Information and Communication
  • Environment and Climate Action
  • Health, Hygiene, and Sanitation

These ministerial departments will be allocated among the five elected Student Ministers through a draw of lots, ensuring a fair and transparent distribution of responsibilities.

Ensuring Gender Balance in Student Leadership

To promote gender representation, co-educational schools have been directed to ensure that House Captains and Student Ministers within each house belong to different genders. Specifically, if the House Captain is male, the corresponding Student Minister must be female, and vice versa. This requirement guarantees balanced gender participation in leadership roles.

Oath Ceremony and Supporting Infrastructure

The newly elected student leaders will take their oath of office on July 10, marking the formal commencement of their responsibilities. Each house will be equipped with its own flag, badges for the House Captain and Student Minister, a scoreboard to track points earned during competitions and school activities, and a designated teacher coordinator to guide and monitor the functioning of the Student Parliament.

This comprehensive initiative represents a significant step toward nurturing democratic values and leadership qualities among students in Tamil Nadu’s government schools, equipping them with essential life skills that extend far beyond the classroom.
