Parliamentary Panel Questions Education Ministry Over Nine-Year Audit Gap

India’s Parliamentary Public Accounts Committee (PAC) has expressed serious concern over the absence of performance audits in the education sector for nearly a decade. During a review meeting held on Wednesday morning at the Parliament House Annexe, committee members pulled up ministry officials for what they described as an unacceptable lapse in oversight.

The meeting, chaired by Congress MP K.C. Venugopal, focused on evaluating the implementation of centrally sponsored welfare schemes under both the Department of School Education and Literacy and the Department of Higher Education. After audit officials briefed the committee on their findings, ministry representatives were called in for oral examination.

Last Performance Audit Conducted in 2017

Speaking after the session, Venugopal revealed that the committee’s primary concern revolved around the glaring gap in performance audits. The last such audit of the education department was carried out in 2017, meaning no comprehensive performance evaluation has been undertaken in the nine years since.

This prolonged absence of audit scrutiny in one of the nation’s most critical sectors drew sharp criticism from members across party lines. The committee collectively deemed the situation wholly unsatisfactory, with all members agreeing that such a lengthy gap could not be justified under any circumstances.

Demand for Regular and Transparent Audits

The PAC emphasized that periodic performance audits are essential to ensure both effective implementation of government schemes and transparency in the education sector. Committee members stressed that regular evaluations would help identify bottlenecks, measure outcomes, and hold implementing agencies accountable for results.

Given the scale of central investment in education initiatives and the sector’s direct impact on national development, the committee underscored the need to strengthen the audit framework. Members argued that without consistent oversight, there is no reliable mechanism to assess whether schemes are achieving their intended objectives or reaching the beneficiaries they are designed to serve.

Audit Framework Needs Strengthening

The committee formally recorded its displeasure over the audit gap and called for concrete measures to institutionalize a more robust review system. The expectation is that the education ministry will take proactive steps to ensure performance audits are conducted at regular intervals moving forward.

The development comes amid growing parliamentary scrutiny of government departments and their execution of welfare programs. The PAC’s intervention highlights the importance of systematic evaluation in public administration, particularly in sectors like education where the stakes are exceptionally high.

While the ministry has not yet issued a formal response to the committee’s observations, the meeting signals a clear directive for improved accountability. The committee’s stance makes it evident that maintaining audit discipline is not optional but a fundamental requirement for responsible governance.

As the education landscape continues to evolve with new policies and programs, the demand for rigorous oversight is likely to intensify. The PAC’s strong words serve as a reminder that public funds must be managed with the highest degree of responsibility and that periodic reviews are indispensable to measuring the real impact of government initiatives.
