NCERT Revises Class 8 Social Science Textbook: Key Updates on Partition, Judiciary, and Historical References

The National Council of Educational Research and Training (NCERT) has released a revised edition of its Class 8 Social Science textbook, introducing significant changes to how historical events and judicial topics are presented. The updated book, titled “Exploring Society: India and Beyond,” comes months after a controversy erupted over certain sections that were perceived as critical of the judiciary.

Changes to the Partition Narrative

One of the most notable revisions concerns the portrayal of the 1947 Partition of India. The updated textbook now states that the Indian National Congress widely opposed the division of the country, adding that whether Partition was the only viable path forward remains an open question. This marks a shift from the previous edition, which described Congress leaders as being helpless during the communal violence that accompanied Partition.

The revised text removes the earlier assertion that Congress leaders were powerless in the face of the bloodshed that swept the subcontinent during Partition. Additionally, the old version’s claim that the British exploited Hindu-Muslim differences to divide India, with Congress eventually accepting the decision, has been rephrased to present a more nuanced perspective.

New Historical References Added

In another significant change, the revised textbook now includes a reference to V.D. Savarkar’s demand for self-rule, or swaraj, which was raised in 1925. This addition provides students with a broader view of the independence movement and the various leaders and ideologies that shaped it.

Removal of Hitler and Nazi References

The updated textbook has also eliminated all references to Adolf Hitler and Nazi ideology. The previous edition contained a passage about Netaji Subhas Chandra Bose seeking support from Hitler to build an army, with Hitler described as a “dictator with racist Nazi ideology.” In the new version, this has been replaced with a simpler statement noting that Bose sought support from “anti-British forces” without naming any specific individuals or regimes.

This removal extends to all mentions of Hitler and Nazism throughout the textbook, reflecting a broader editorial decision to streamline the narrative around India’s freedom struggle without delving into the specifics of foreign alliances.

Judiciary Chapter Overhaul

The changes to the judiciary chapter come after the Supreme Court intervened in February following objections to how the judicial system was portrayed. The court had ordered the withdrawal of both physical and digital copies of the book and imposed a ban on further publication until the matter was resolved.

The revised chapter, titled “The Role of the Judiciary in Society,” has been rewritten by a committee of experts constituted by the Union Education Ministry following the Supreme Court’s directive issued on March 16. The updated version removes references to pending court cases and two specific judicial verdicts that had drawn criticism.

In their place, the new edition introduces fresh material on public interest litigation (PIL), tribunals, and alternative dispute resolution mechanisms. These additions are designed to give students a more comprehensive understanding of how the judicial system functions beyond just the courtroom.

Editorial Team Changes

The revised textbook also reflects changes in its development team. The original edition was credited to a team of 51 members, while the updated version lists 48 contributors. Notably, three individuals who were initially associated with the judiciary chapter—Michel Danino, Suparna Diwakar, and Alok Prasanna Kumar—have been removed from the credits.

Publication Context

In the preface to the new edition, NCERT states that the textbook has been published following the directives of the Supreme Court and the subsequent review process. The organization acknowledges the judicial oversight that led to the revisions and positions the updated content as a response to those requirements.

These changes represent a significant reworking of educational material that touches on sensitive historical and institutional topics. By modifying how Partition is discussed, removing references to foreign figures like Hitler, and restructuring the judiciary chapter, NCERT has aimed to address the concerns raised while also providing students with a revised framework for understanding these complex subjects.

The alterations to the Partition narrative, in particular, reflect an ongoing historical debate about the events of 1947 and the role of various political actors. By framing the question of whether Partition was necessary as an unresolved discussion, the textbook acknowledges the multiplicity of perspectives on this pivotal moment in Indian history.

Similarly, the decision to remove Hitler and Nazi references from the discussion of Bose’s wartime activities simplifies the narrative but also raises questions about the extent to which historical figures’ actions should be contextualized for young readers. The new wording presents Bose as seeking support from “anti-British forces” without specifying the nature of those forces or the ideological implications of such alliances.

The judiciary chapter’s revision is perhaps the most directly consequential, given that it was the subject of a Supreme Court intervention. The removal of specific case references and the addition of broader conceptual material suggests an effort to make the chapter more educational and less focused on particular controversies.

Overall, the revised Class 8 Social Science textbook represents NCERT’s attempt to recalibrate its content in response to legal directives and public feedback. The changes touch on fundamental questions about how history is taught, which figures and events are emphasized, and how institutions are portrayed in educational materials. As with any textbook revision, the updates will likely continue to generate discussion among educators, historians, and parents about the appropriate way to present India’s complex past and its institutional frameworks to young learners.
