Calcutta High Court Directs Bengal SSC to Publish Fresh, Detailed List of Tainted Candidates

In a significant move, the Calcutta High Court has instructed the West Bengal School Service Commission (SSC) to file a new and comprehensive list of tainted candidates, ensuring their clear identification. The directive pertains to 1,806 individuals whose appointments were previously annulled following a Supreme Court order. The next hearing in this matter is scheduled for February 11.

Court Flags Gaps in Existing Report

Justice Amrita Sinha observed that the current report submitted by the SSC contains basic details such as roll numbers, names, subjects, parents’ names, and dates of birth. However, it fails to specify the category under which each candidate was found tainted. The court also noted that the list does not mention the specific school or district where the candidate was appointed under the first school-level selection test conducted in 2016.

These omissions, the court remarked, create ambiguity and hinder the process of accurately identifying those who were part of the irregularities. Without complete information, there remains a risk that such individuals could attempt to participate in future recruitment drives.

Purpose of Publication Is Identification, Not Formality

Justice Sinha reiterated that the objective behind publishing the list of tainted candidates is to ensure their unambiguous identification, not merely to fulfill a procedural requirement. This clarification was also emphasized in an earlier order passed on November 19, 2025. The court stressed that failing to provide full details could allow disqualified individuals to slip through the cracks and reapply in ongoing or upcoming selection processes.

The lawyer representing the SSC informed the court that the process of preparing and publishing a more detailed list has already been initiated. The commission is expected to comply with the court’s directions and submit the updated document within the stipulated timeline.

Context of the Recruitment Scandal

The development comes amid ongoing efforts to overhaul the teacher recruitment framework in West Bengal. The SSC is currently conducting fresh hiring through the second State Level Selection Test (SLST) 2025 for government and aided schools across the state. This drive is part of an attempt to restore transparency and credibility to the recruitment system.

Earlier, the Supreme Court had upheld the Calcutta High Court’s decision to cancel the appointments of 25,753 teaching and non-teaching staff. That ruling came after serious procedural irregularities were detected in the selection process. The cancellation was seen as a decisive step toward cleaning up the recruitment pipeline and ensuring that only deserving candidates are appointed.

What Happens Next

With the next hearing set for February 11, all eyes are now on the SSC to see how swiftly and effectively it responds to the court’s latest instructions. The publication of a detailed, unambiguous list will be a critical step in ensuring accountability and preventing any recurrence of malpractice in future recruitment cycles.

The court’s firm stance underscores the judiciary’s commitment to upholding fairness in public employment. It also sends a clear signal that lapses in transparency will not be tolerated, especially in matters involving public education and the future of young candidates.

As the process unfolds, stakeholders including parents, educators, and aspiring candidates will be watching closely. The hope is that these measures will not only rectify past wrongs but also lay the groundwork for a more robust and trustworthy recruitment system in the state.
