CBSE Clarifies Language Policy for Existing Students

The Central Board of Secondary Education (CBSE) has provided much-needed clarity regarding its new language policy, bringing relief to thousands of students currently enrolled in middle school. According to officials at the Ministry of Education, students presently studying in classes 7, 8, and 9 who have already selected two foreign languages under the three-language formula will be permitted to continue with their existing language combination all the way through class 10.

This means these students will not be forced to change their subject choices midway through their academic journey. The decision addresses a significant concern that had been troubling both learners and their families since the policy was first announced.

New Language Requirements Apply Only to Future Batches

The mandatory requirement of studying at least two Indian languages will apply exclusively to students entering class 6 in upcoming academic sessions. The ministry has made it clear that this provision will not be applied retrospectively to those already studying in classes 7, 8, or 9 during the current academic year.

This clarification effectively protects the academic plans of current middle school students who had made their language selections based on the earlier framework. They can now proceed with confidence, knowing their existing choices remain valid until they complete their secondary education.

Officials Deny Any Policy Reversal

A senior functionary from the Ministry of Education emphasized that this announcement should not be misinterpreted as a retreat from the government’s position or a change in policy direction. The official explained that this provision had always been part of the framework, though it had not been communicated with sufficient clarity earlier.

The current clarification aims to eliminate confusion among students, parents, and educational institutions. By clearly stating the scope of implementation, the ministry hopes to put an end to the uncertainty that has prevailed since the initial announcement.

Limited Number of Students Affected

Data shared by the ministry reveals that approximately 2.4 million students appear for the CBSE class 10 board examinations each year. Of this substantial number, only around 30,000 students opt for two foreign languages as their language combination. This translates to roughly 98.5 percent of students already conforming to the three-language formula that includes at least two Indian languages.

The exemption is particularly relevant for students in metropolitan and urban areas, where international schools and certain private institutions had encouraged the study of two foreign languages. These students had made their choices in good faith, and the clarification ensures their academic trajectory remains uninterrupted.

Background of the Controversy

The dispute traces back to May 2026, when CBSE issued a circular under the National Curriculum Framework (NCF) stipulating that students entering class 9 from the 2026-27 session onward would be required to study three languages, with at least two being Indian languages. This directive triggered immediate opposition from affected students and their parents, many of whom had structured their academic plans around the previous language options.

The matter escalated to the Supreme Court, where multiple petitions challenged the policy’s implementation. The court recently declined to grant interim relief to the petitioners but directed that these cases be clubbed together with similar pending matters for consolidated hearing.

Official Order Expected Soon

Ministry sources indicate that a formal directive incorporating this clarification will be issued shortly. The official communication is intended to provide unambiguous guidance to schools across the country, ensuring consistent implementation and preventing any remaining confusion among stakeholders.

Educational institutions have been awaiting clear instructions on how to proceed with language subject allocations for the coming academic sessions. The forthcoming order is expected to resolve the outstanding questions and allow schools to finalize their curriculum planning without further delay.

For current students in classes 7 through 9 who had chosen two foreign languages, this development secures their academic path through class 10. For future batches entering class 6, the new requirement of two Indian languages will apply from the outset, allowing sufficient time for families to plan accordingly.

The decision reflects a balanced approach that respects the academic investments already made by existing students while gradually implementing the broader objectives of the National Curriculum Framework for future cohorts.
