From Connectivity to Compulsion: The Scale of the Problem

The convergence of affordable data plans, the widespread availability of budget smartphones, and the rapid expansion of 5G networks has fundamentally altered how the nation lives, works, and plays. This surge in access has been nothing short of phenomenal.

The concern, as highlighted in the survey, is no longer just about access. The focus has shifted to usage patterns and their profound impact on psychological health. The digital landscape, for all its benefits, has become a breeding ground for compulsive behavior that is now being recognized as a significant public health challenge.

Defining Digital Addiction and Its Consequences

The Economic Survey classifies digital addiction as a behavioral condition where an individual feels an overwhelming and compulsive urge to engage with digital devices or online activities. This dependency leads to significant mental distress and disrupts daily life. The constant, excessive use of the internet and computers is no longer a harmless pastime; it is a catalyst for a range of psychological issues.

The long-term implications are severe. The survey warns that this addiction can directly impair a person’s ability to secure and maintain employment. It can lead to a lifetime of reduced earnings and place a heavy financial burden on the healthcare system due to the rising cost of treatment for related mental health conditions. India is not alone in facing this challenge. Several countries, including Australia, China, South Korea, and the United Kingdom, have already implemented a range of measures to combat digital addiction. These strategies include:

  • Setting strict time limits on gaming for minors.
  • Banning smartphones in classrooms to foster better learning environments.

The Economic Survey, however, does not advocate for a complete ban on technology. Instead, its recommended approach is centered on balance and mindful usage. The proposed solutions are multi-pronged and focus on education and support rather than outright prohibition. Key recommendations include:
