Government Panel Explores Major Overhaul of Entrance Exam System

A high-level committee established by the central government is actively examining a series of transformative proposals aimed at reducing the overwhelming reliance of students on private coaching institutes. Among the most significant ideas under consideration is the possibility of conducting certain entrance examinations at the Class 11 level, alongside aligning school board exam patterns with the structure of competitive tests.

Officials familiar with the committee’s work indicate that the panel is carefully evaluating whether select national-level entrance tests could be administered a year earlier than the current standard. Additionally, the group is exploring whether the difficulty level of these competitive exams could be calibrated to better correspond with the Class 11 and Class 12 curriculum, thereby reducing the perceived need for intensive external tutoring.

Scrutiny of Existing Exam Structure

A core component of the committee’s mandate involves a detailed analysis of how well the current difficulty level of major entrance examinations aligns with the Class 12 syllabus. Given that most national-level admission tests are heavily based on this curriculum, the panel is studying the disconnect between what is taught in schools and what is expected in these high-stakes assessments. The goal is to bridge this gap so that students can perform well without seeking supplementary instruction.

Formation and Leadership of the Nine-Member Committee

The Ministry of Education constituted this nine-member committee last year with a broad mandate. Its creation was prompted by growing concerns over the proliferation of coaching centers, the rising phenomenon of “dummy schools” where students are enrolled but rarely attend classes, and broader questions about the fairness and effectiveness of the current entrance examination system. The committee is chaired by the Secretary of Higher Education, Vineet Joshi.

The primary objective of this panel is to formulate actionable recommendations that would empower students to secure admission to higher education institutions without depending heavily on coaching academies. A central theme of its work is strengthening the school education ecosystem to make it more robust, relevant, and self-sufficient.

Exploring Class 11-Level Testing

During a recent session of the committee, various stakeholders put forward the proposal that holding some entrance exams at the Class 11 stage could significantly lessen the coaching burden. Another related suggestion under serious study is the shift toward a multiple-choice question (MCQ) format for Class 11 school examinations, mirroring the pattern used in most competitive entrance tests. Proponents argue that familiarizing students with this format early on would reduce anxiety and the need for specialized test-prep coaching.

Identifying Gaps in the School System

The committee is also conducting a thorough review of the deficiencies within the current school education framework that push students toward private coaching. A key finding has been the insufficient emphasis on developing critical thinking, logical reasoning, analytical skills, and innovative problem-solving abilities. The prevalent culture of rote memorization has been singled out as a significant drawback, leaving students unprepared for the application-based questions that dominate modern entrance exams.

Regulating Coaching Centers and Elevating Board Exam Importance

Among the several other recommendations being deliberated are measures to regulate the operational hours of coaching institutes to prevent student burnout. The panel is also considering proposals to redesign the school curriculum so that it aligns more closely with the requirements of competitive examinations. Furthermore, there is a strong push to give greater weightage to Class 12 board exam scores during the higher education admission process, which would diminish the exclusive authority of entrance tests and, in turn, reduce the dependency on coaching.

Focus on Career Awareness and Counseling

Recognizing that a lack of information can drive families toward coaching, the committee is assessing the current level of career awareness among students and parents. The tendency to fixate on a narrow set of prestigious institutions and conventional career paths is seen as a major contributor to the coaching phenomenon. As part of its mandate, the panel is evaluating the availability and quality of career counseling services in schools and colleges, with plans to suggest improvements that would help students make informed decisions earlier in their academic journey.

Composition of the Panel

The diverse committee brings together key figures from across the educational landscape. Its members include the Chairperson of the Central Board of Secondary Education (CBSE), Joint Secretaries from both the School Education and Higher Education departments, and senior representatives from premier technical institutions such as IIT Madras, NIT Trichy, and IIT Kanpur. The National Council of Educational Research and Training (NCERT) is also represented. Additionally, the principals of Kendriya Vidyalaya, Navodaya Vidyalaya, and a private school are part of the panel, ensuring a wide range of perspectives.

Addressing a Spate of Controversies

The formation of this committee comes against a backdrop of intense public scrutiny and numerous controversies surrounding coaching institutes. In recent times, the government has received a steady stream of complaints regarding tragic student suicides, fire incidents at coaching centers, poor living conditions in hostels, and questionable teaching methodologies. This initiative is a direct response to these mounting concerns and represents a concerted effort to address the systemic issues that have made coaching almost mandatory for success, thereby safeguarding student welfare and restoring trust in the formal education system.
