New NCERT Textbook for Class 9 Highlights Judiciary’s Role as Constitutional Guardian
The National Council of Educational Research and Training (NCERT) has released a new social science textbook for Class 9 that presents the judiciary as an impartial and independent institution. According to the updated material, the judiciary serves as a protector of citizens’ fundamental rights while upholding the core values embedded in the Constitution.
Interestingly, this latest textbook was prepared before the controversy surrounding the Class 8 social science book, which had drawn significant criticism earlier in the year.
Comprehensive Explanation of Judicial Responsibilities
The new textbook dedicates considerable attention to the functioning of the judiciary within a democratic framework. It explains that the judiciary has the authority to review decisions made by the executive branch as well as constitutional amendments. If a law is found to be inconsistent with the Constitution, the judiciary holds the power to strike it down.
The text further elaborates that the judiciary acts as a bulwark for the Constitution, ensuring that the rights of all sections of society are safeguarded. It also emphasizes the judiciary’s role in strengthening democratic values across the nation.
Reference to Public Interest Litigation
Within the chapter titled “Separation of Powers,” the book also discusses the concept of Public Interest Litigation (PIL). It notes that the judiciary periodically hears such petitions, thereby ensuring that every citizen has meaningful access to justice, regardless of their social or economic standing.
Background: The Class 8 Textbook Controversy
The release of this new textbook comes months after a separate dispute erupted over the Class 8 social science book. In February, objections were raised regarding a chapter that allegedly contained content referring to “corruption in the judiciary.”
The matter escalated to the Supreme Court, which intervened after concerns were raised about the accuracy and appropriateness of the material. Following the court’s involvement, both printed and digital versions of the Class 8 book were withdrawn from circulation. NCERT subsequently issued an apology for the contentious content.
Supreme Court’s Directive
The Supreme Court imposed a complete ban on the republication, reprinting, and digital distribution of the disputed Class 8 textbook. The court observed that the book contained objectionable material concerning the judiciary and directed the council to take corrective measures.
The new Class 9 textbook, by contrast, frames the judiciary in a positive and constructive light, reinforcing its importance as a pillar of democracy. The chapter underscores that an independent judiciary is essential for maintaining the rule of law and protecting citizens from potential overreach by other branches of government.
Educators and students alike are expected to benefit from this clearer, more balanced presentation of how the judiciary operates within India’s constitutional framework. The textbook avoids the contentious language that sparked the earlier controversy and instead focuses on the judiciary’s constitutional mandate and its role in delivering justice.
