NMC Tightens CCTV Compliance for Medical Colleges

The National Medical Commission (NMC) has issued a fresh directive requiring all medical colleges and institutions under its jurisdiction to immediately integrate their CCTV systems with the central surveillance network. This move comes as part of the commission’s ongoing efforts to strengthen monitoring and accountability across medical education institutions in the country.

Mandatory Surveillance Requirements

According to the existing NMC regulations, every medical college is required to install a minimum of 25 cameras at designated locations across the campus. Institutions must also set up a Network Video Recorder (NVR) system and maintain playback records of all footage for a period of at least 30 days. These requirements were first communicated through earlier regulatory frameworks, including the UGMSR-2023 regulations dated August 16, 2023, the PGMSR-2023 (amendment) issued on February 2, 2026, and the MARB Regulations 2023 dated June 2, 2023.

Widespread Non-Compliance Identified

Despite these clear guidelines, the commission has observed that a significant number of institutions have failed to meet the prescribed standards. NMC teams have repeatedly reached out to colleges that have not installed the required CCTV infrastructure or shared their feeds through the NVR system. However, several institutions have continued to remain non-compliant and have not linked their NVRs with the commission’s central monitoring system.

The NMC has expressed concern over this persistent lack of adherence, noting that repeated communications and reminders have not yielded the desired results. The commission emphasized that all medical colleges and institutions falling under its purview must comply with these regulations without further delay.

Action Against Defaulting Institutions

In the latest notice, the NMC has specifically identified 70 medical colleges and institutions that have failed to comply with the CCTV installation and surveillance-sharing requirements. These institutions have been directed to take immediate corrective action and ensure full compliance with the commission’s directives at the earliest.

The commission has made it clear that compliance with these surveillance norms is not optional but a mandatory requirement for all medical education institutions. The directive underscores the NMC’s commitment to ensuring transparency and security within medical college campuses through robust monitoring systems.

This enforcement action signals the commission’s determination to hold institutions accountable and maintain uniform standards across the medical education sector. Institutions that continue to disregard these requirements may face further regulatory action as the NMC moves to enforce its guidelines more strictly.
