NEET Paper Leak Reignites Doubts Over NTA’s Ability to Conduct Fair Exams
The National Testing Agency (NTA), the body responsible for conducting some of India’s most prestigious entrance examinations including NEET, JEE, and CUET, finds itself embroiled in yet another major controversy. Following a significant paper leak in Rajasthan, where 120 questions from the NEET-UG exam surfaced online before the test date, the agency was forced to cancel the entire examination. This incident has drawn unsettling parallels to the 2015 AIPMT scandal, raising serious questions about whether the NTA has learned anything from past failures.
Despite the formation of a high-level committee led by Dr. K. Radhakrishnan, which submitted a comprehensive set of reform recommendations, the agency has failed to implement meaningful changes to its digital security protocols or upgrade its overall testing infrastructure. The result is a growing perception that the NTA is unable to safeguard the integrity of the high-stakes examinations that millions of students depend on for their academic futures.
A Troubling Pattern of Repeated Failures
Since its establishment in 2017, the NTA has struggled with a recurring cycle of paper leaks, administrative oversights, and logistical errors. Over the past nine years, question papers have been compromised at various stages of the examination process—sometimes during printing, sometimes in transit, and in some alarming cases, by the very individuals tasked with creating the papers. The situation reached a point where a former Director General of the agency publicly appealed to students to report any leaked papers they encountered, an admission that speaks volumes about the systemic vulnerabilities that persist.
The year 2024 was particularly damaging to the agency’s reputation, with allegations of irregularities surfacing during the NEET-UG administration. In response, the government constituted the Radhakrishnan panel to investigate and recommend fixes. The panel proposed a series of progressive measures, including a multi-session test format spread over several days, the establishment of standardized examination centers, mobile testing facilities for rural areas, and a shift toward digital examinations. Additional recommendations included biometric verification, AI-based multi-stage authentication systems, encrypted question papers, high-speed printers at test centers, and distribution of papers in PPT format. The panel also called for greater oversight of the coaching industry and strengthening of school-level education.
However, two years after these recommendations were submitted, very little has changed on the ground. The lack of urgency in implementing these reforms has left the NTA vulnerable to the same failures that plagued it before, and the recent NEET-UG cancellation is a stark reminder of the consequences of inaction.
The 2026 NEET-UG Cancellation: A Blow to Student Trust
The latest crisis unfolded on May 6, when the NTA released the provisional answer key for NEET-UG. Soon after, doubts emerged regarding the numerical questions in the physics section. This followed an earlier incident on April 12, when the agency had to revise the JEE Main answer key after students flagged errors in 19 questions from the chemistry section. These recurring mistakes, while seemingly minor on the surface, have a profound psychological and academic impact on students who have invested months or even years preparing for these exams.
The tipping point, however, came with the discovery that 120 out of 420 questions in the NEET-UG paper had been leaked and circulated online approximately 15 days before the scheduled examination date of May 3. The NTA initially maintained that the exam had been conducted fairly and without any disruption. Yet, the mounting evidence forced the agency to reverse its stance and cancel the entire examination—a decision not taken lightly, as it was the first time since the 2015 AIPMT case that a test had been scrapped suo motu by the conducting body.
In 2015, the Supreme Court had ordered the cancellation of the AIPMT after evidence of widespread cheating using Bluetooth devices and electronic gadgets came to light. Now, 11 years later, history appears to have repeated itself, with the latest leak traced to Rajasthan. The parallels between the two incidents are impossible to ignore, and the recurrence raises uncomfortable questions about the effectiveness of the measures supposedly implemented in the interim.
Leadership Instability at the Helm
One of the critical factors contributing to the NTA’s dysfunction is the lack of stable leadership. In June 2024, amid the previous paper leak controversy, Director General Subodh Kumar Singh was removed from his position. The additional charge was handed to the Chairman and Managing Director of ITPO, a temporary arrangement that lasted until October 2025. Subsequently, IAS officer Rajesh Lakhani was appointed to lead the agency. However, just days before the NEET-UG 2026 examination, Abhishek Singh was given the charge, making him the third person to head the NTA in less than two years.
Such frequent leadership changes create an environment of uncertainty and make it nearly impossible to implement long-term reforms or build institutional memory. Each new chief brings a different approach, and the lack of continuity undermines efforts to address the deep-rooted issues that plague the organization. While the NTA has attempted to deflect blame onto individual officers, the systemic instability at the top is itself a significant impediment to progress.
The Human Cost of Systemic Failure
Beyond the institutional failures, it is essential to consider the human dimension of these repeated crises. For students, the cancellation of an examination like NEET-UG is not merely an inconvenience—it represents months of lost preparation, emotional stress, and uncertainty about their future. The errors in answer keys, last-minute changes in exam center allocations, and the constant fear of leaks create an environment of anxiety that is detrimental to student well-being.
The NTA’s inability to conduct examinations smoothly also has broader societal implications. It erodes public confidence in the fairness of the competitive examination system, which serves as the gateway to higher education and professional opportunities for millions of young Indians. When students begin to doubt the integrity of the process, the very foundation of merit-based selection is called into question.
What Needs to Change
The path forward requires a fundamental reassessment of how the NTA operates. The Radhakrishnan panel’s recommendations provide a solid blueprint for reform, but they must be implemented with urgency and commitment. Key priorities should include:
- Strengthening digital security infrastructure to prevent unauthorized access to question papers at any stage of the process
- Implementing a multi-session test format to reduce the risk of large-scale leaks
- Establishing standardized, well-equipped examination centers with strict monitoring protocols
- Introducing biometric and AI-based authentication systems to verify candidate identities
- Ensuring leadership stability to allow for consistent policy implementation
- Creating a robust mechanism for addressing student grievances in a timely manner
Alternatively, if the NTA continues to demonstrate its inability to meet these challenges, the government must seriously consider transferring the responsibility for conducting these critical examinations to another institution with a proven track record of reliability. The stakes are simply too high for students and their families to be subjected to this level of uncertainty year after year.
The repeated failures of the NTA are not just administrative shortcomings—they are a betrayal of the trust placed in the institution by students, parents, and the broader educational ecosystem. Without decisive action to address the root causes of these problems, the agency risks becoming permanently synonymous with inefficiency and unreliability. The time for meaningful reform is now, not after another examination cycle is disrupted.
