New Committee to Bridge Education, Employment, and Enterprise

In a significant move announced during the Union Budget presentation, the government has unveiled plans to establish a high-level standing committee aimed at strengthening the connection between education, employment, and entrepreneurship. The initiative is designed to position the services sector as a cornerstone of India’s economic growth, with an ambitious vision to capture a substantial share of the global market by 2047.

A Strategic Push for the Services Sector

Finance Minister Nirmala Sitharaman, while addressing Parliament, proposed the formation of the committee, emphasizing its role in recommending measures that would accelerate the development of the services sector. The minister highlighted that this sector is a primary driver of the country’s economic progress and holds immense potential for job creation and export growth.

The committee’s mandate is to prioritize various sub-sectors within services that offer the greatest opportunities for expansion, employment, and international trade. A key focus will be on assessing how emerging technologies, particularly artificial intelligence, are reshaping job roles and skill demands. The panel will propose targeted strategies to ensure the workforce is equipped to thrive in this evolving landscape.

Understanding the Sector’s Economic Footprint

The timing of this announcement underscores the critical importance of the services sector, which currently contributes over half of India’s GDP and export earnings. Recent data paints a promising picture of its performance and potential:

  • Services exports reached an estimated $303.97 billion between April and December 2025, up from $285.53 billion during the same period in 2024.
  • Imports during the same nine-month period were estimated at $152.23 billion in 2025, compared to $150.01 billion in 2024.
  • The trade surplus in services stood at $151.74 billion for the first nine months of 2025, a notable increase from $135.52 billion in the corresponding period of the previous year.
  • Total services exports for the full fiscal year 2024-25 were recorded at $387.5 billion.

The IT and IT-enabled services (ITeS) segments dominate this export landscape, accounting for more than 60 percent of total services exports. Additionally, this sector is a pivotal component of the free trade agreements currently being negotiated by India, further cementing its strategic importance.

Scope and Objectives of the Proposed Committee

The committee’s terms of reference are comprehensive, designed to address both immediate challenges and long-term goals. Its core responsibilities will include:

  • Identifying service sub-sectors with the highest potential for growth, job creation, and export earnings.
  • Pinpointing sector-specific skill gaps and recommending measures to enhance employability across industries.
  • Addressing cross-sectoral policy and regulatory issues, including the establishment of standards and accreditation mechanisms.
  • Examining avenues for expanding services exports and enhancing India’s competitiveness in global markets.

By taking a holistic approach, the committee aims to create a seamless pathway from education to employment and entrepreneurship. This initiative reflects the government’s broader vision of fostering a knowledge-based economy that is resilient, innovative, and globally competitive. The emphasis on aligning educational outcomes with industry needs is expected to play a transformative role in shaping the future workforce and driving sustainable economic development.
